Facilities for generating (see Generator) Electricity that are not owned exclusively by an electric utility and which operate
connected to an electric utility system. Included are qualifying cogeneration and
independent Power production facilities under the Public Utility Regulatory Policies Act (PURPA) of 1978 (referred to as Qualifying Facility (QF) s), facilities installed under the competitive bidding process, and other
independent power producers (IPPs) that operate connected to the electric utility
system.
